Can a judgment creditor somehow get my tax refund i dont usually deposit it on my bank account i get a debit card
No. Tax refunds are not transferable so judgment creditors intercept them. Only the state and federal government can intercept a tax refund to collect unpaid taxes, student loans, benefit over payments and child support obligations. Also Bankruptcy trustees can take them or force you to turn them over in a Bankruptcy proceeding under certain circumstances.
You mentioned you will get a debit card so this doesn't apply but if you do every deposit your refund into your bank account, a judgment creditor can seize it with a writ of garnishment proceeding.
