What are the chances of someone getting spousal support reinstated after almost 4 years of it being legally terminated due to the the other person (the receiver of money) getting remarried. However, Now that person is getting a divorce. Does that give them grounds to try and seek spousal support again from their first husband?

In Washington State there is no chance for spousal support to be reinstated once it has ended. Talk to an Oregon lawyer to see if that State is different than every other State I know of in that regard.
It seems very unlikely; but I suppose it would depend on the terms of the support award. You would need to have an attorney review the divorce judgment in private for a more detailed opinion.
