Can someone be charged with animal abuse for talking about hitting an animal in a recording if it happened in the past year?

Yes. The statute of limitation for a misdemeanor is three years, and the statute of limitations for a felony is generally six years. The recording can be used as evidence of the crime. Whether the recording is enough evidence without anything more is a question for the jury.
