You may also have to hire a private investigator to locate them. While one parent may leave the jurisdiction without consulting the other parent, there also may be consequences for interfering with the other parent's parenting time. You do need a lawyer.
Absent a court order a parent cannot be held in contempt for taking a child out of the jurisdiction. I would suggest you consult with an attorney immediately.
