I'm not aware of any peculiarity of Arkansas law that would lead to a different conclusion, but at least in my state (Washington), unless the certificate of formation filed with the state to form the entity or the terms of its operating agreement expressly prohibited it, an LLC can pursue any business purpose it wants. That would mean that, yes, those who are authorized to act on behalf of one LLC would be able to rent that LLC's equipment to the other.
