I live in Los Angeles county. I applied for a job working with families and children. I received a call stating I meet all the requirements and was asked if I am bilingual which I informed them I was not bilingual. I received another call stating that I was denied because I am not bilingual. The job description did not state that applicants needed to be bilingual. Is this job discrimination?
It is discrimination, but not unlawful discrimination. There is nothing unlawful about requiring bilingual capability as a job requirement, whether or not it is listed n the job description. Many jobs cannot be performed unless the worker is bilingual. Employers have to fill those jobs. They are allowed to make that a requirement.

Meeting the minimum qualifications does not guarantee you a job. A Bilingual Applicant, with identical education/experience as you, is better qualified. The Employer is entitled to hire the best qualified candidate. It sounds like you were a Finalist, and they were seeing who was the Best Qualified.
