My stepson is with his mom as she has primary placement. His dad, my husband, has every other weekend visitation.

She can not arbitrarily keep your stepson from his father without filing a Motion for Modification of Placement. Technically, you should not have purchased an e-cigarette for a child. However, the best strategy is to talk this over with both parents to state that it was a mistake and will not happen again. Misunderstandings should be addressed right away to avoid such blowups.
She could file a motion with the court to try to restrict dad’s placement time, but she cannot insist or force him to divorce you.
