Can my neighbor have a security camera 30 feet up his ham radio tower?

Try asking your neighbor to direct his camera somewhere besides your yard and your windows (and buy window coverings - if your neighbor's camera can see in, so anyone who walks by). He may think he's doing you a favor by providing you with this security.
I do think you you have a reasonable expectation of privacy in your yard since you have a 6' privacy fence, and to some degree in your home (again, subject to your responsibility to cover your windows that are exposed to the neighbors' view), so hopefully he'll agree not to surveil your house and yard.
