If you are a guest in her house, yes. If you qualify as a tenant, then she has to evict you, but that would do nothing than make sure you don't rent anywhere decent in the future after you're evicted. That stated, your post is sadly reflective of the classic millennial mindset of projecting blame on others for you failing to abide your responsibilities. Whether or not your mother "had a bad day" is of no consequence when you (a) act irresponsibly or (b) act unilaterally outside of an agreement or expectations between you. This is the classic "I'll do it later" followed by foot stomping and a Napolean Dynamite "Gosh!" procrastination story leading to a flurry of "wha ha happen whuz" excuses when the water gets shut off. This in mind, as an adult, your better bet is to stop sponging off your mother, move out into a place of your own and pay your own bills. That solves the problem for each of you.
