Can my landlord refuse to give us a key copy to the lock on the gate?
The main reason we asked for a key is because we have a big furniture delivery and we need the gate open for the truck to come in. They still refuse to give a key, saying they'll open, but they are not always around.
Can they keep refusing to give us a key? It’s not like we are breaking the rules and want the key to park our cars inside. It is simply for emergency use.

First, if the lock does not have a thumb latch, so you can open it from the inside, it is a fire hazard that you can report to the department of building and safety.
Second, you can file a complaint with the Los Angeles Housing + Community Investment Department.
