So my ex landlord and I had a verbal agreement said that because i didn't pay him rent which I did that if I get any federal help or anything that when i die he gets the money but hes a drug addict and everyone in his. You can do that if you want, but federal benefits cannot be assigned to a third party for this purpose. If you have received cash benefits, the cash can be left to whomever you choose.
This has all the earmarks of a bad deal for you. I suggest you find another place to live and forget about this "deal."

Why are you still living there? Don't assign anything to the landlord. This doesn't sound like a good deal for you.
