My STEM OPT expires on 2020 Feb 27 and my employer will to apply for a H1B this year (2019)
If my application is not selected in the lottery this year will they be able to apply for year 2020? and will I be able to apply for change of status then? Also if this happens will premium processing help?
Things to consider:
Since my STEM opt expires on Feb 27 I will be on my grace period, I used 34 days of the 150 days initially when searching for a job initially but after that I had continuous employment, I know I can't work during the grace period
Can my employer apply for a H1b again the following year if its not selected this year?

Your employer will be able to reapply and I recommend premium processing. If the application is granted in 2020 you would be able to adjust then.
