Not entirely sure what your question is but a minor cannot marry without the written consent of both parents or the parent granted the sole authority to consent by a judge.
Marriage and/or blessing of the parents does not remove the potential criminal charge for statutory rape charge. It reduces the chances of the case being filed, but doesn't mean it won't happen. Under the penal code section 22.011(a)(2) it is a crime for anyone to have sex with a person under the age of 17 unless there is only a 3 year difference in ages and the child is over 14. That doesn't appear to be the case so he has committed a crime and could be charged.Ask a similar question
