My employer received approval for H1B petition (Cap Exempt under premium category) and on the same date they received reopening notice as well. There is no notice for revocation of Approval.
Can I travel to USA on this approval notice or I have to wait until the final decision?
My employer has reached out to USCIS and awaiting their input.

While legally the approval remains valid until/unless actually revoked, it would be risky: first, it could be revoked at any time after you leave, second even if not revoked but if the consulate sees a reopen pending when you go for a stamp they may just hold off on a decision pending USCIS action. Either one would strand you abroad.
