"Thinking the problem was only because the vehicle had a "rebuilt" title". Was the worker in control of your mind? If not, then you likely are the person who decided to go through with the deal, even after being told there may be a problem with the vehicle.

The "DMV" likely was in fact a private business authorized to be an agent of the WA Department of Licensing to process car titles.
"they said the DMV should have called 911". "should have" is not the same as having a legal duty to do so.
