I hired a contractor off of Craigslist. Turns out he does absolutely bad work. Wasting my time AND supplies by having to have the bathroom re-demolished. I paid him $1100 out of the $1700, he had the nerves to say he will try to file a case to get the rest even though he did not finish and none of the tiling is level and none of them are even resulting having to break them all. No contract was signed just through text. I have pictures and another contractor that verified the horrendous work now I have to pay double and supplies (tiles and stuff) all over again.
So my question is can he come after me? And can I go after him? I want my money back. Or if worse he can't get any more money from me.
Also I put all his tools on the curb and told him to come get them, if he doesn't am I liable?I have everything in text what he was suppose to do. How do I go about a small claims court, or sue him if all I have is a cell phone number and his first name with no other information?

The fact that your contract was not signed should not adversely effect your claim against the contractor in this situation. Keep the text for evidence. The contractor has a potential claim for the balance of the contract and you have one for his not reasonable performing on the contract. It depends on what the judge believes as to who wins. From what you say, you have the much better case.
Many contractors are not licensed. Check with the Md. board to see if your contractor was licensed. If not, you may wish to report him for his criminal act. The State would charge him for contracting without a license and demand restitution for you as part of the resolution of the charges. If he is licensed, you will have to take him to small claims court.
Give the guy back his tools. Give him a reasonable amount of time to retrieve them from your home.
Four letters: MHIC. That stands for the Maryland Home Improvement Commission. Google it. File a complaint. I bet the contractor is unlicensed. He'll be prosecuted. If he is, the judge can award restitution for your out of pocket losses. Speak to the prosecutor who is assigned to handle the case. If he really is licensed, file a Guaranty Fund Claim in addition to the complaint on the MHIC web page. You'll get your money back. Good luck to to. If you sue on your own, by the way, the MHIC may decline to get involved. Better off letting the MHIC handle this.
You can sue but it will obviously be harder for you to prove the scope of work without something in writing. Check to see if he is licensed with the Maryland home improvement commission. You can find this info online too. If he is licensed, you can file a claim with the home improvement commission.
