I was hired to be a part time student and the pay range was $10-16 per hour depending on college level. I am a 4th year (senior) and they only offered me $12 and said that could not give me anymore since I was just a student assistant. Also, the job details explicitly states I can work up to 40 hours per week during breaks but they changed it up on me and said I could only work up to 30 hours a week. I feel lied too with all the conflicting information

No, it is not likely you can sue over this.
You are an at will employee. As such your employer can change the terms and conditions of your employment at any time and for any reason or even no reason at all. That means the employer is allowed to change its mind.
Regarding the wage rate, there was no pre-employment promise that you would make in the high range of the pay range stated. You were paid a rate in that range so there is no lie.
Regarding the number of hours, that is something you are not going to prove was a lie. Even you say they changed it up on you. That is not going to get you anywhere.
