My stepson’s biological mother refuses to return property that I have purchased. She ignores messages and will not communicate. She has done this so many times that I now save all receipts. Most recently the item that she will not return is a trophy that I purchased from a sports league. I want the property returned and really want to send a message that she can’t continue to do this. What are my legal options here? Should I file in small claims? Do I need to file a police report? Not sure how to proceed.

The items are not gifts. They are daily necessities such as shoes, clothing, backpacks, lunch pails, school supplies. Things he needs for daily living and school.
There is a weekly agreed upon and documented exchange in place to return belongings from each other’s home but there are certain things not being returned weekly so that we have to keep buying the items over and again. I.e. shoes. She claims to have never received shoes but my stepson obviously is not going to school barefoot where she picks him up.
