my neighbor recently got a (3) month old german shepard puppy who she has put on her back porch and abandoned. I hear the dog constantly whining, crying, scatching, and barking all the time. I cannot move as I am in an affordable housing apartment. The dog is barking as I write this. Our laws currently require that the only thing a dog needs is water, according to animal control in Santa Rosa, CA. The State of CA is rated as 4th in the nation for human treatment laws however this is shocking and disgusting to say the least. Is there anything that can be done to help this amazing animal??
Perhaps you could sue for nuisance, but I doubt any lawyer would take a low damages case like this. Try small claims court. Good luck.
You can and definitely should call the humane society and let them know there is an animal being neglected and abused. They can come and rescue this poor dog. That would be the best thing you could do for this animal.

Call animal control. I highly doubt that your laws require only water; food and, often, shelter are required.
