I got my service with ATT around 6 months ago and since day 1 I have never had a day without having the service interrupted, I have been paying till 2 months ago when they fail to deliver the bill the the address that was in my account.

It is possible that you may be able to file a claim against AT&T. If you have a copy of your service agreement, you should read it. The service agreement will set forth the terms and conditions of your service and where it may be permissible to file a claim.
