I recently got scammed over $8,500 online and was promised by the seller that I would receive a refund, multiple times. The seller keeps making excuses on why she can not refund me and now will not respond to my emails. She was selling a service online (on a forum) and I paid her via PayPal. Is their any way I can take her to court or sue her for the many she owes me?
Check with paypal on the refund rules that you agreed to when you joined that service. Unless you know the real name and address for the defendant you wont be able to start the lawsuit. Entities that steal money like this rarely leave assets laying around for you to go after, so you may want to think long and hard about filing a suit and losing even more money.
