You can re apply after the 3 year ban. Even though you have completed your three year ban the government official who considers your application has discretion to approve or deny you. You will need sufficient evidence attached to your application to rebut the presumption that you intend to remain in the USA beyond the term of your visa.
The fact that you have previously overstayed and you triggered the 3 year ban will still be a factor in determining whether you lack immigrant intent when you apply again for a non- immigrant visa. You will need to present sufficient evidence to overcome that burden.
