My h1b visa expired last year. It was never stamped, never utilized. I came to US on h4. Now my employer wants to file cap exemption and as the premium processing is temporarily suspended, he wants me to join based on the receipt. Can I start working based on the receipt?

In my opinion it is never safe to start working with nothing more than a receipt. Especially, as is your case, when the H-1B was never 'activated'. This makes it quite possible that the transfer papers will be denied.
