I’m getting sued by capital one for a debt of $1,378 but i totally forgot about it since I had it on automatic payments. Now i want to see if I can get the summons mailed to me instead of coming to knock at my house since I work all day. If I decide to negotiate my amount due w the collection agency do I still need to file an answer?

Of course. You can always settle .. When you do, make sure that your receive a dismissal with prejudice of the law suit to be filed with the court; and a release of the claims against you.
