Also the apartment complex, or if this is a condo being rented the CC&Rs, may have rules regarding signage. Whether those signage rules are constitutional is another matter. But displaying a sign from within your unit of your business would generally be permitted. But as noted, check with Sacramento's policies, because certain businesses are restricted from operating in certain locations - and those types of restrictions generally are constitutional.
