can I respond to the RFE to a reentry permit on behalf of my wife as she is abroad? is there any specific procedure to follow. She was not here at the time of applying for a i-131 but she came in next 5 days and stayed here until she completed the biometrics. Please advice.

Only your wife or her authorized under G-28 representative can communicate with USCIS in connection with the RFE. As long as she completed her biometrics her departure should be a ground for denial of the application. I recommend to consult an attorney about the procedure of responding to the RFE.
