I live in a different state with is Michigan from where the lawsuit was filed and it was originally filed with a family member and I found out months later. I have had many difficulties with the attorney that was hired by a relative. I was also pressured to accecpt a settlement because the attorney was shaken by going to trial. It's been four years and my hands was completely tied in the situation and being in another state with certain laws in place from state to state. The attorney was shaken by going to trial. I also wanted to sue the individuals who worked for the department for negligence on their part.
If you signed a release it is almost impossible to get out of that, especially this many years later. It is likely that the statute of limitations has passed for a claim against anyone who was not released in the settlement. If the case arises in Louisiana, its law applies. You should confirm this by locating a La lawyer to consult with.
I dont know what happened, but their could be legitimate fears about going to trial in a case, due to the risks, and costs involved.
