I had written a note for my child to be excused from Physical Education at school that day due to ash from fires making it hard for her to breathe. Even with the note, her teacher made her, instead of sitting out, sweep ash off of the floors outside. This just made everything worse as ash was now being kicked up back into the air. As she struggled to properly use the push broom her teacher was frustrated and said, "You know I really want to kick you!"
Immediately file a bullying complaint against the teacher. In writing, citing the school's anti-bullying policies. Copy the principal, superintendent and school board. That kind of behavior is intolerable.

If by press charges, you mean, file a police report (criminal complaint), no. I don't see a criminal issue here. As William points out, this is something to be handled via the anti bullying rules. Now, you will likely encounter a he said she said problem, but you should file the bullying complaint.
