We live next to a dog kennel (not enclosed) where dogs bark day and night (over 80 decibels). We have been working with the county for over a year to get the owners to enclose the kennel; the process is agonizingly slow. Meanwhile, we cannot even sleep in our bedroom. Neighbors have made several 911 calls to complain about the noise and I'd like to get copies of the reports. I actually only need to know how many complaints were made; I don't need to see the reports themselves. Will the police department give me that information?

They might not give over that information to you freely. You could try a freedom of information act request, but they still might not be required to give you the information. If that does not work, you may be left with filing some sort of lawsuit against someone, probably against the noisy neighbor for an injunction or restraining order, and then subpoenaing the police records.
