I moved in with a roommate that had a payee. Before we signed the rental agreement I went to the Payee to make sure her portion of the rent would be paid directly to the apartment complex on the first of the month. The payee agreed to pay half on the rent and utilities. Our lease was for 12 months but my roommate literally disappeared after 10 months. I checked with the apartments office and they said she never gave them a written 30 days notice. I went to the payee office and explained the situation. Tiffany her case manager said not to worry about it and they would pay the last 2 months because my roommate was the one who broke the contract. When the time came to pay rent my apartment manager said that I owed a late fee because The Agency had not paid. I went back to the payee office to ask Tiffany what happened. The staff said that Tiffany shouldn't have promised anything and she no longer worked there. I ended up taking my room mate to small claims court but she didn't show. I won my claim. I ordered her and they payee to an Order of Examination for funds. The payee showed up and said she dropped my roommate as a client and didn't bring any information to the examination.
I am not sure who or what the payee is or what their role is in all of this.
You mention that the payee agreed to pay the share of the rent. So maybe (maybe) there is some contract or implied agreement. But if that was just the payee acknowledging that they had been directed by the roommate to pay these charges and such things are subject to change maybe it wasn't a contract or something you could rely upon. Hard to say.
Based on the judgment you already have you could do post judgment discovery of the payee for financial information they may have regarding the roommate. Maybe they know where she banks or have other information regarding assets. From an enforcement of judgment standpoint, assuming they no longer provide services for the payee, then the payee won't be much use to you beyond possibly information. If the nature of the relationship is such that they hold funds for the roommate, and you want to test their honesty about being done with the roommate, you could try levying the payee.
