The restraining order is effective anywhere. Not just where it was issued. The restraining order should be lifted. You will have to go to court in California to have that happen. Ask about that of a California attorney.
The police did not "put a restraining order on" your fiance; YOU did. You had to swear out the affidavit supporting the order.
The real question is why you are back with, still less would want to marry, someone you were so afraid of, you got a restraining order against him.
Further, he is in violation of that order by being with you.
