My childs father has never been fully in the childs life and has hardly paid child support ever like goes years with out any support for child and goes years without any contact with the child and child has said they dont want to see that person ever when asked if they would like to find them and the father has already giving up right to one of his other kids

I agree with the previous answer to a point. You can have a father’s rights terminated if there is a stepparent adoption. You would have to be married to someone else, who would adopt the child, thus terminating fathers rights.
