You shouldn't turn yourself in before retaining a lawyer. Your lawyer can arrange for you to do a walk-in arraignment and argue for a reasonable bond. That's the first step in getting this taken care of. I suggest doing it sooner rather than later because you risk getting hauled into jail the next time you come into contact with the police, no matter how inconvenient the timing. Look for a lawyer that makes criminal defense the primary focus of his practice.
The best thing to do is to turn yourself in with an attorney. An attorney can get you in front of a magistrate and arrange bond. An attorney may also be able to get more details ahead of time. The sooner the better. If you get arrested on the warrant the chances of a personal bond decrease.
You should have a lawyer help you turn yourself in. It's usually possible to get a client turned in and out on bond the same day.

An uttering and publishing charge is a felony and carries a maximum penalty of 14 years in prison. This is not something you want to handle on your own. You will want an experienced criminal defense attorney at your side. AVVO is an excellent source to help you find such an attorney. Good luck.
