Can I get visitation with my half brother if the mother doesn't agree?

I am sorry you have lost your father and are now experiencing family turmoil. You can file a Petition to Establish Third Party Visitation. You will need to file in Nevada. Your expectations need to be realistic. The Court likely will not require the child to travel to CA to visit, but may allow you to come to NV to visit a couple of times a year. However, I would STRONGLY caution you to be a bit patient and see what develops. I realize it is the holidays, but your father only recently passed and I am sure his wife is having a very hard time juggling things so the last thing she needs is being hassled about visits. There is a LOT of stuff to do when someone passes, nevermind the grieving process. Filing a court action is the nuclear option when everything else has failed.
