I am a disabled veteran with me disability as my sole source of income. Legally I am not supposed to be charged for child support but have been being charged for something I cannot afford to pay and still be alive myself.
Your VA Disability is income for the purposes of establishing what you child support obligation happens to be and while it cannot be directly attached it is not "illegal" to use it as your income for this purpose. If an order has been made against you and you do not comply with that order you can be charged with contempt of court and face the possibility of jail time being imposed on you.
