Can I get my car even tho I am not in the country and it was towed due to my friend driving without a license?

You might try calling the tow yard and/or the police to see what if any alternatives are available to you, unfortunately, you are also paying huge storage fees.

Probably not without giving someone power of attorney for that purports. Police typically only release vehicles to the registered owner with a valid driver’s license.

You could try using a "power of attorney" making someone your agent, ... anyone but your DUI friend.
