My friend recently got a DUI and got his license suspended. He didnt realize that he had no license until he got pulled over for the second time and they towed my car as he was driving my car. However, I am not in the US for myself to pick up my car. Can I still get my car back if someone else went on behalf of me to pick it up?
You could try using a "power of attorney" making someone your agent, ... anyone but your DUI friend.

Probably not without giving someone power of attorney for that purports. Police typically only release vehicles to the registered owner with a valid driver’s license.

You might try calling the tow yard and/or the police to see what if any alternatives are available to you, unfortunately, you are also paying huge storage fees.
