I asked the canteen lady who this bottle belonged to, the canteen lady answered that she did not know and I could take it if I wanted it. Later on someone was looking for the bottle, I then decided to give it back as I know I had been caught out. Is this wrong and who is to blame?

The canteen lady has no power to legally authorize you to take another person's property.
On another hand, unless there is more to the story, prosecutors likely are not going to waste time on whether you had any legal basis to take some low value item, apparently lost, that the true owner apparently is now in possession of.
