I've got a suspended license in Pennsylvania for fines they claim I did not pay dating back to 2000! However I did pay them! I'm currently trying to find the credit card records of the payment. It's totaling roughly $700ish. I've recently moved to new York State. Not the city. My question is can I apply for a new York driver's license while this issue stands in PA since it's financial and not a moving violation?
No you cannot. NY will ask if you have/had a license in another state. The computer should show you're suspended in PA. If that you don't have a license in another state you are committing a crime in NY by offering a false document for filing. Take care of the PA suspension.

You can't switch your license to any state if you are suspended.
