Can I file Prevailing wages & process advertisement phase same time during company layoff period to kickstart PERM application??
Also, is it mandatory that I need to have PERM petition applied 365 days before the end of 6th year H1B status or how do I extend my H1B status?
Please advise, Thank you!

You will need to allow your employer and your employer´s to handle the PERM process with no interference by you. As to the timing and your eligibility for the extension of the H-1B, you also should ask the employer’s immigration attorney to provide you with such information.
Good luck to you.
The timing of posting, PW request, etc. requires 'tight' scheduling.
Talk to the company's immigration lawyer ... you are supposed to stay as far away from the PERM process as humanly possible.
