Only the district attorney can file charges against a person. I guess you could do a citizens arrest on a person for perjury but you would have to have an officer arrest them and you would have to get the DA to actually file charges against them. Perjury is a difficult crime for the DA to prove so the chances of getting a DA interested is unlikely. However, you can try by presenting your evidence to the DA and trying to get them interested in the case.
As stated- only the DA can file perjury charges. It takes a great deal to convince them of this violation and getting them interested enough to file charges.
