I was living at my sister's house. Her husband forced himself on me. I repeatedly told him to stop but he wouldn't I managed to get away. He has done similar actions before and my sister does nothing about it. She doesn't want to be embarrassed by it

In order for any criminal charges to be filed, you have to have reported this to the police. The police then investigate and decide whether it is forwarded to the DA for something to be filed. You cannot file a charge.
Alternatively, you may have a tort claim. But without some serious evidence, you might have an issue going forward. Likely you would have to retain an attorney and pay that attorney as well.
If you are frightened of him, you could file a sexual abuse protection order.
