You can file all kinds of things. I think your question really is whether filing this will cause the effect you want and your question does not say what your goal is in filing this document. What is it?
What signature would you be referring to? The one on the ticket issued in the field? Or on a form submitted in court with you present?
Knock yourself out, but I have no idea what you think will happen upon claiming "sui juris" whatever that is...

That seems to be a creative tactic, although one that I don't think is likely to be successful. That's because being charged with a violation of the law is not one of the things that minors lack the capacity to do. If if you were able to rescind your promise to appear (and that is questionable at best), that doesn't mean you wouldn't still be charged with committing the offense.
