Can I file a harassment complaint against a neighbor ?
could have greater visibility in her front door
. Now she told the new tenants that I am not doing my job...should be sweeping daily .she became furious when I pruned bushes on my
friends property , and even said she would
break my legs . She also would turn on the outside hose and let it run for hours until I removed the valve. She also has a friend three houses over who has joined in on the harassment ., and that lady believes that it is not my friends house . Sounds crazy , but what can I do ?

If somebody threatens to injure you as you describe above, and continues to harass you, you can go to the police and file a police report. There are potential criminal charges against the individuals
There is no civil cause of action for harassment in New York.
