My real dad dad didn’t want anything to do with me and I have never seen him but my step dad has taken care of me since I was a child and I would really like to have his last name and be his son
You can petition the court for a name change. The court is going to inquire into your criminal history (if any) to see if you have ulterior motives to change your name. The judge may also inquire into any bankruptcy proceedings or other civil cases to see if you are trying to avoid any debt collectors. Otherwise, yes, when you are 18 you can file a petition. Note: the court will likely make you get finger prints taken to run a check of you.
