I could get the permanent resident states at 01/15/97. My card will expire 04/12/19, so I have to apply the replace permanent resident card.
Could you help to apply it for me? and how much is it cost?
To be honest, if you haven't had problems with the police, it is very simple/basic to file the I-90:
The filing fee is $540: https://www.uscis.gov/i-90
