I'm a condo owner and the rental tenants are violating the condo rules such as:
- Parking at unassigned parkings
- Security breaches and negligence
Do I, with the ownership interest can say something about the other rental tenants parking at unassigned parking spaces (not mine but other unit's)?
Yes absolutely. What you need to do is make a complaint to the HOA board. The CC&R's and/or House Rules should set forth the procedure for doing this.

You cannot do anything directly. You can report the problem to the HOA and let them handle it. You of course can say something to the tenants, but they do not have to listen to you. If they are parking in your space, you have the authority to ask them to move. You may have the right to have them towed, but to avoid liability you should leave any towing to the HOA. You have no authority to force them to move from other owners' spaces. Best to just report any problems to the HOA, or to the owner of the unit.
