I moved in here on the 1st and the third the manager come up and told me that I had to move because tenants in here or complaining and I hadn't paid my rent yet so I was waiting on paying it cuz I didn't know what to do and then she gave me a 3 day notice that wasn't from the courts it was from her office on the Red Flyer paper that she'd that they send around every month for announcements and then now they come and told me that I had to move out by today and they cut my power can they cut the wires on my power is that legal
3-day notice are issued by the landlord or the landlord's attorney - not the courts. However, even if the notice was validly drafted and served, the landlord must go through the courts to evict you, and can't shut off utilities to force you out (see e.g. Civil Code Section 789.3).
