Sure you can hire someone to write the letter. It does not guarantee that the behavior will stop. Also remember the standards in the case which was dismissed are very different that those in a civil matter. Did the judge make the restraining order mutual? You may have options there also. You can't write a C&D letter to the Devil and expect him to be good Christian because you did so. This person obviously feels that there was some impropriety and you seem to concede that you were engaged in a somewhat embarrassing situation regardless. While you may need to hire a lawyer to help address this, a simple letter is unlikely to do much. You may also need to speak with psychologist to address how to deal with such a person.
