I did have it show up on back ground - employment check without being served a summons and the state picked this up ( to my understanding ). Also possibly issued a warrant. What can I write in paragraph to be reconsidered for Job offer that is now revoked?

If you have a warrant out, then that means you have an open case for theft. You need to handle that before you worry about your possible job offer. The employer will not hire you if you have an open theft charge. You need to speak with a local criminal attorney.
You need to get a criminal defense attorney on board to get this case taken care of. There is an open criminal case against you and you need to prepare a defense and evaluate the evidence. It will be easy to get the warrant recalled because you were not given notice. But you want to get this taken care of now since you have an open warrant for your arrest. Any contact with law-enforcement will likely result in you being in handcuffs until it gets recalled.
When the job was revoked, did they provide you with a copy of the background report and give you a chance to dispute and/or clarify? The Fair Credit Reporting Act requires the employer to provide two notices to you when taking an adverse employment action based on information in a background report. The first notice is called a “pre-adverse action notice,” which includes a copy of the background report and a summary of your rights under the FCRA. The purpose of the pre-adverse action notice is to allow the employee/applicant an opportunity to clear up any misstatements in the report and to address any misunderstandings the report may have created in the employer’s mind. For this reason, the pre-adverse action notice must be provided to the employee/applicant BEFORE the employer takes the adverse employment action. The second notice is called the post-adverse action notice, which must include a statement of the adverse action taken, the identity of the consumer reporting agency, and other additional information.
If this employer did not provide you with a copy of the background report before it rescinded the offer, and instead simply told you that it was because of your background/background report, then you may have claims to pursue against the employer under the FCRA.
