I had to withdraw my child from a public preschool right after I sent a check with a portion of tuition fee. They agreed to issue a refund, but now they are asking for W-9 form to process it... Is this normal practice? I don't understand why they would need a W-9, since this is not any income, just a return of what i've already paid.
